Cooleemee March Update: Spring is Just Around the Corner!

Good morning, Cooleemee and neighboring residents,

I hope this update finds everyone well and staying warm as another cold front moves through. Don’t worry—spring is just around the corner! And nothing signals that better than springing your clocks forward this weekend on Sunday, March 9, at 2 a.m.—or just before you go to bed Saturday night.

Newsletters finally went out after a brief delay due to printer issues. For those who may not have a P.O. Box in Cooleemee, I’ve included a copy of the newsletter in this update.

The Cooleemee Historical Association (CHA) is hosting its 10th annual BBQ event on Saturday, March 15, from 11 a.m. to 2 p.m. (or until sold out). Join us at the Zachary House Grounds, located at 131 Church St., Cooleemee, for great BBQ, fellowship, and a chance to check out some of the recent updates.

The Town has begun the initial steps for the 2025–2026 budget. We expect things to remain fairly consistent as we work with the Sheriff’s Department and other town services to ensure we meet the needs of all our citizens.

Spring Cleanups are scheduled within the town limits on March 24 and 25.

If you live on Joyner, Watt, Duke, Church, Yadkin, Erwin, Davie, Cross, Marginal, or Main Streets, your pickup will be on Monday, March 24. Please note that backtracking will not be performed—items placed out after your pickup day will not be collected.

If you live on Center, Grove, Holt, Midway, 801, Hickory, Ruffin, Westview, Riverside, or within the town limits on Neely, Junction, and Gladstone Roads, your pickup will be on Tuesday, March 25. We recommend placing your items out after trash service on Friday, March 21, and no later than sunset on Sunday, March 23. Again, once your location is passed, there will be no return for additional items.

Planning continues for the new Community Center, and we expect to see much activity on this project in early spring. Additionally, paving is set for Ruffin and Erwin Streets this spring, with Cross and Church Streets scheduled for paving after the Community Center construction wraps up.

The Town’s next Board meeting will be held on Monday, March 17, at 6 p.m.

This is an important meeting where we’ll discuss purchasing equipment for shuffleboard, bocce, and pickleball.

We’ll also discuss whether the Town and Davie County Schools can reach an agreement on the property at Neely Road, where the basketball court is located. The Town leases and maintains this property, but that lease has recently expired. We’ll also cover a few other items, including the budget. Your participation is crucial, and we look forward to your input.

February 2025 Clerk’s Corner

Good morning, Cooleemee and surrounding residents,

We hope this February update finds everyone safe, happy, and healthy.

Our 2024 year-end newsletter is set to go out soon. However, printer mishaps have prevented it from going out sooner. The parts to repair are due this week, and printing can resume after that to complete this task and mail the newsletters out as soon as possible.

Committees have been meeting with the architect and general contractor to discuss the location, design, and the community center’s best, most useful uses. From January through October, the town held eight meetings with the public to gather information on what citizens hoped or felt would be good uses. All that information has been compiled and included in the discussions to determine which suggestions are within the current budget. Stay tuned, as construction is set to start this spring.

Speaking of springtime, you will also see several other projects begin. We have several streets up for paving. Ruffin St. and Erwin St. will be the first of these. Cross St. and Church St. will follow soon after the Community Center construction is complete. We hope to add a few more recreational updates by the spring, including applying for a grant to complete a few other recreational projects this summer.

As many know, Davie County is completing the 2024/2025 property revaluations, and notices will soon be sent out if you haven’t already received one. If you have an issue or disagree with the evaluation, please read the instructions carefully on the notice or check daviecountync.gov. The Town of Cooleemee has no part in revaluations and cannot change anything regarding them.

The Town is rolling out work session meetings at Town Hall/Zachary House; these work sessions are to allow the Mayor and Commissioners to discuss upcoming agenda items and discuss the Community Center as we are in a critical phase of design/development in hopes of having regular meetings run just a little more smoothly. No voting nor decision-making will take place at these meetings. As always, the public is welcome to attend; however, please be mindful that public comments will not be entertained during these meetings; they will only be entertained during regular monthly public meetings. These meetings will happen occasionally, about a week or so before the regular scheduled meeting. Postings will be placed on the bulletin board at the post office as well as the Facebook page at least 48 hours before the meeting takes place.

The budget process is currently underway. We will set up the Budget Workshop in early March (open to the public) to fully start that journey. We will lose some funding from the County Sales Tax revenue department but gain revenue in ABC sales.

Our next scheduled meeting is set for February 17, 2025, at 6 p.m. at Town Hall.

January 2025 Clerk’s Corner

Happy New Year, Cooleemee and Neighbors,

We hope everyone had a Merry Christmas with family and friends and that your New Year is filled with health, happiness, and joy.

As we roll into the New Year, we have a few things to share: Christmas Tree Pickup (if you have a real tree only) will be on Tuesday, January 7, 2025. Please place trees at the road by Monday evening. Artificial trees will not be picked up. You will need to make arrangements to haul those off, as the Town contractor is not responsible for the disposal of artificial trees. The following week, Tuesday, January 14, 2025, will be the last leaf pickup of the season. I know the rains have caused delays and slowed the ability to rake, blow, and even pick up leaves, but this will be the last day the town offers pickup under its contract. 

Trash and Recycling days have been scheduled for 2025. You can print the schedule from the Town’s website HERE. Also, Electronic Recycling Days have been announced today, with Saturday, January 25, 2025, being the first of those here in Davie County at the site at 360 Dalton Rd. Mocksville. The other three dates are Saturday, April 19, Saturday, July 26, & Saturday, October 25. You can take old TVs, computers, and other electronics to the site for dumping. There is a place in East Spencer that collects electronics year-round at 1102 N. Long St East Spencer 28039 if one of the four dates in Davie is not convenient for you. 

The Town has partnered with Fuller Architect & Davie Construction to get the Community Center up and running. We are currently in the location stage, making sure we place the building in an ideal location for access, weather (rain run-off), and appropriate spacing. Then, we will move into the design phase and see what we can hold in there versus what we and citizens have stated they would like to see. We are confident the library will be part of that; we will have handicapped-accessible restrooms, a publicly usable kitchen, rentable space for your parties and gatherings, and perhaps a small fitness center and meeting rooms for larger Town meetings or local event planning. We are excited to see the finished product in the coming year and hope you all are as well.

Dates to remember: Town Hall will be closed on Monday, January 20, 2025, to observe Martin Luther King Jr. Day. Therefore, the Town’s regular meeting on the third Monday of each month has been moved to the fourth Monday, January 27, 2025, for this month. 

This a reminder that new speed limit signs are being posted all over Town. This is to follow proper regulations of DOT and the Sheriff Dept. as we are a Town of 35 MPH unless posted otherwise. Back in 2014, the town adopted a 25 MPH in town limits unless otherwise posted. Green Signs coming into Town will continue to say and will remain to say 35 unless posted. However, every Town street will now be posted at 25. We are not allowed to change the state-regulated town limit sign stating the 35. To properly enforce 25 MPH each street needs to be marked. This project will be complete by next week. Streets that weren’t properly marked were Joyner, Midway, Westview, Riverside, Duke St coming from Main, Yadkin, Erwin, & Ruffin. 

Streets that were marked and will continue to be 25 MPH are Watt, Center, Grove, Marginal, and Main. Streets marked differently due to DOT are Gladstone at 35 MPH, Junction at 35 MPH, and HWY 801 at 40 MPH. Just be mindful as Law Enforcement is now going to be enforcing speed limits firmly for a while to get speeding under control in the Town.

If you or someone you know would like to serve the Town in any way, we have spots on committees such as Beautification and Events. Submit your name, phone number, and email to the Clerk at 131 Church St., Cooleemee. You do not need to live inside Town Limits to be on these committees. Cooleemee’s November News

Happy Fall Cooleemee and Neighbors,

We hope this November update finds you well.

Firstly, the leaf pickup service starts tomorrow. Residents within the Town Limits can place their leaves at the curb or edge of the roadway for pickup every Tuesday morning from now through January 14, 2025. Leaves will not be picked up on Tuesday, December 24 (Christmas Eve) and Tuesday, January 7 (Christmas tree pickup.)  

The Town’s first Planning Board meeting in about two years was a success, and we are very thankful for the folks we have serving in those positions. We still have an opening if you are someone you know living inside Town Limits who is willing and available. The meetings usually take place once a quarter or as needed and allow you to have further input in some directions the town is moving. This board greatly appreciates this community and values input from all over, but this would be an opportunity to take that a step further.

The River Park started its winter hours on November 1 and is open Friday – Saturday – Sunday from 10 a.m. – 4 p.m. Admission is free during the winter months; just keep in mind staffing is very limited, so remain safe and carry a phone. 

The Town has decided to surplus and auction off the two aluminum car sheds next to the Zachary House and tennis courts. If you or someone you know are interested, sealed bids are being accepted at Town Hall or can be mailed to PO BOX 1080 Cooleemee, 27014. If you bring one by or mail it, please write Car Shed Bid on the envelope so we know not to open it until the appropriate date. Bids must start at $500 per shed and must be received on or before November 15, 2024, at 4:00 P.M.

THANK YOU to those who came out to Cooleemee Halloween and to those who participated by passing out candy at their houses. I saw so many kids walking around Cooleemee this year! It was an amazing feeling seeing that pick back up. A huge shoutout to the Fire Department and the Shopping Center Boutique, DK Lavish, for their events, as well.

Some important dates in November to remember:

  • Town Hall will be closed on Monday, November 11, for Veterans Day, and again on Wednesday, November 27-Friday November 29, for Thanksgiving. We will reopen on Monday, December 2.
  • The next Town Board meeting will be held on November 18, 2024, at 6 p.m. at Town Hall/Zachary House 131 Church St. Cooleemee, 27014.

I hope you all have a wonderful upcoming Thanksgiving Holiday; I am excited to see the Christmas lights start lighting up soon around Town. If you need anything, Town Hall contacts are below.

August Clerk’s Corner

Happy August, Everyone!

We started back with newsletters at the end of July. For those who may not have a PO Box, we are working on getting addresses to mail to, but you must own property within the town limits for us to obtain that mailing address information. In the meantime, click here to view the newsletter.

Many exciting things are in the works here in Cooleemee. We have awarded the design of the Community Center to John Fuller Architectural. We have a meeting set with him very soon to start the development of the Center. The hope is that the Center will be placed at the pool site; however, surveys and soil tests can change those plans. We will know soon whether that can be confirmed or if the Town needs to consider relocation options.

The Town is currently conducting its 2023/2024 audit. The process takes about two months or so, but we are moving right along and plan to submit this audit on time this year, thankfully.

We are currently seeking Town residents who are interested in serving the Town in some way. We encourage you to sign up and be considered for the Town Planning Board. This is an appointed position, and terms are typically three years, although they may stagger the first term. It does, in fact, pay $50 per attended meeting. State Statute does require that you reside within the incorporated limits of the Town.

We also have two committees we are seeking assistance with: Town Events and Beautification. You are not required to reside within the Town limits for these committees. These are volunteer-driven committees that can aid in planning and putting on events, as well as having ideas and hands-on work to beautify our Town. Stop by the town office to sign up or for more information.

We received a grant from Davie County Recreation and Parks for painting and repurposing several areas at the parks this year. The main focus will be painting lines on the basketball and tennis courts and turning one tennis court into a pickleball court. We also hope to resurface and paint new lines on the shuffleboard courts.

Our next Town Board meeting will be held on August 19, 2024, at 6 p.m. at 131 Church St, the Zachary House/Town Hall.

Summer 2024 Update – Clerk’s Corner

Happy Summertime,

I hope this update finds everyone staying cool and doing well to start the summer season off. 

I hope everyone made it out to see the July 4th Parade and was able to join in the festivities that followed.  Considering the heat, we had a great turnout; we gave away hotdogs, watermelon, and popsicles. The kids stayed cool on the slip-and-slide, and with the baby soap and shampoo we used to keep it slick, they got a free bath at the same time. Grimes Parker was our Honorary Grand Marshall this year. As many know, we lost Grimes in March this year, so his family rode the float to honor him. It was great for the Town to recognize him once more for all that he had done for our community and Davie County over the years. 

One item that will make many folks happy is we officially have a Code Officer back in Town. Tyler Chadwick started July 1. He is trying to familiarize himself with the area, and I will be assisting him in that area. He will spend the few weeks seeing the Town, sending letters of notification, not violations just yet,   hoping the notices let folks know he is here and starting up. Hopefully, when he starts with a full bang in August,  many will have cleaned up, mowed, or handled what violations may be present. 

The next Town Board meeting will be Monday night, July 15, at 6 p.m. at Town Hall. We will be discussing several topics. We are looking to appoint folks to the Planning Board soon. If you or someone you know is interested and lives within the Town limits, please send them to Town Hall for information. We have an Interlocal Agreement with Davie County in place for Tax Collections, the Cooleemee Branch of the Davie County Library, and soon Zoning Assistance. We are considering RFQ (Request for Qualifications) for architect duties to begin the design and oversee the construction of the new Community Center. A Public Hearing will be held as we have updated Zoning Ordinances to the newly required 160D by the state. We hope to vote those into action Monday night.

Over the next couple of weeks, you will notice a lot of activity on Church and Duke St. This will involve the demolition of the old pool. I understand many have great memories of the pool and hate to see it go away. However, the expense is just too great for our small town to bear to repair and maintain. Thanks to State grants, we have an opportunity to build this Community Center that is planned to hold Town Hall offices, a meeting room, a conference room, a small exercise room, a small kitchen, and the new branch of the Davie County Library. An area with use of the kitchen will be available to rent for your parties and get-togethers. 

Newsletter mailings will start going out to Post Office Boxes soon. They will start coming out each quarter for summer, fall, winter, and spring with updates on what’s happening with the Town, River Park, CHA, events, etc. So be on the lookout for those to hit your box soon. 

Lastly, the Town passed its 24/25 Budget at the June meeting. The budget is balanced at $516,400. No tax rate increases for our community is great news; a slight dip in Sales Tax is expected due to the Hold Harmless between the Town and County. However, a slight increase from last year’s budget is expected from State Sales Tax, which should help balance any differences. We will continue to have Davie County Sheriff Officers in town here with Sgt. Joseph Crotts heading that up for us; we greatly appreciate his service to our Community.
